Strengthen national and sub-national capacities to implement the International Health Regulations through local partners in Nigeria
This funding opportunity provides $25 million to strengthen Nigeria's health systems and workforce, enabling better detection and response to public health threats at national and local levels.
Description
The CDC Notice of Funding Opportunity (NOFO) CDC-RFA-JG-25-0146 aims to strengthen national and sub-national capacities in Nigeria to implement the International Health Regulations (IHR) (2005). This funding opportunity focuses on supporting the Nigeria Centre for Disease Control and Prevention (NCDC), other government ministries, departments, and agencies (MDAs), as well as local public health institutions, including State Ministries of Health and local government authorities. The purpose is to enhance multi-sectoral collaboration and response efforts in line with IHR principles.
The initiative is designed to address gaps identified during Nigeria’s Joint External Evaluations (JEEs), with the latest evaluation conducted in 2023 showing improvements from the first JEE in 2017. Despite progress, several challenges remain, particularly in workforce capacity, health systems, and local-level capabilities. This NOFO seeks to further strengthen these areas, particularly at the sub-national level, to improve the detection and response to health threats at their source.
The total estimated funding available for this program is $25,000,000, with two awards expected. The funding is offered through a cooperative agreement, facilitating collaboration between CDC and recipients. There are no cost-sharing or matching requirements for applicants. Eligible applicants include a broad range of entities, such as state and local governments, tribal organizations, nonprofits, small businesses, and public or private higher education institutions.
Applications must be submitted electronically through Grants.gov by April 8, 2025, no later than 11:59 PM ET. The application package is expected to be posted on February 7, 2025, with awards anticipated by August 29, 2025. Funded projects are expected to begin on September 30, 2025.
This NOFO represents an important opportunity to enhance Nigeria’s public health infrastructure, enabling it to better respond to health threats and implement sustainable health security practices. Prospective applicants are encouraged to focus on projects that align with the IHR’s multi-sectoral approach and address local-level health security gaps.
