Community Development Block Grant, Emergency Solutions Grant, and HOME Investment Partnership Program
This funding opportunity provides financial support to nonprofit organizations, government agencies, and certified community development organizations in Toledo for housing preservation, homelessness prevention, and neighborhood revitalization projects.
Description
The City of Toledo is offering federal funding opportunities for the 2025 Program Year (July 1, 2025 - June 30, 2026) through the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME). These programs aim to support housing, homelessness prevention, and neighborhood revitalization efforts. Applications must be submitted via Zoomgrants by February 7, 2025, at 4:45 p.m.
CDBG funding prioritizes housing preservation ($750,000), public services ($750,000), and neighborhood revitalization strategy areas ($1,500,000), with a total of $3 million available. Eligible applicants include 501(c)3 organizations, nonprofits, government agencies, CBDOs, and for-profits (for Economic Development activities only). Special consideration is given to activities in revitalization areas implemented by certified CBDOs. Mandatory meetings and training sessions for applicants are scheduled in January 2025.
ESG funding, totaling approximately $640,000, supports homeless service providers with priorities including access and prevention, emergency shelter, rapid rehousing, permanent supportive housing, and transitional housing. Homeless service providers must attend a mandatory application meeting and training session in January 2025 to qualify for funding.
The HOME program offers $850,000 for certified Community Housing and Development Organizations (CHDOs) and non-CHDOs to address affordable homeownership and housing needs. Funding includes $500,000 for construction or rehabilitation of homebuyer units for non-CHDOs and $350,000 for CHDOs. HOME funds must demonstrate leveraging and address financing gaps. A training session for applicants will be held in January 2025.
Applicants are encouraged to attend relevant training and consultation opportunities to ensure their proposals align with program priorities. For more information, contact Monica Brown for CDBG and ESG applications or Steven Powell for HOME applications. The City also provides accommodations under the Americans with Disabilities Act upon request.
