Description

The 5310 – Enhanced Mobility of Seniors and Individuals with Disabilities Program is a federally funded initiative administered by the City of Concord, North Carolina, as the designated recipient of Section 5310 Federal Transit Administration (FTA) funds. The program is aligned with the provisions of Moving Ahead for Progress in the 21st Century (MAP-21) and is designed to improve mobility for older adults and individuals with disabilities within the Concord Urbanized Area. The goal is to support transportation services that are unavailable, insufficient, or inappropriate for meeting the needs of these populations.

The 5310 Program provides formula-based funding to assist eligible organizations in enhancing transportation accessibility for elderly individuals and persons with disabilities. The funding is intended to support projects that improve coordination among federally assisted transportation programs, encouraging efficient use of resources to achieve better mobility outcomes. The 5310 Program Management Plan outlines the policies and procedures for administering these funds, ensuring compliance with Federal Transit Administration (FTA) rules and regulations. Applicants must demonstrate their capacity to adhere to these federal guidelines in order to be considered for funding.

The application period for Fiscal Year 2025 (FY25) will open on February 3, 2025, and will close on March 21, 2025. Interested applicants are encouraged to review the Program Management Plan, Section 5310 Funding Program Application, and FY 2025 Call for Projects documents before submitting their applications.
