The Diamonds in the Rough Grant, managed by the State Historic Preservation Office under Oregon Heritage, provides financial support for restoration or reconstruction of the facades of buildings that have been significantly altered over time. The program’s objective is to return buildings to their historic appearances, with the potential for them to qualify for historic designation at the local or national level. Eligible applicants include nonprofits, local governments, and private property owners, and the grant focuses on enhancing architectural integrity while encouraging historic preservation and revitalization.

The grant is particularly intended for buildings that have heavily modified primary facades but retain some original features beneath modern coverings or have sufficient historical documentation—such as photographs or drawings—to guide the accurate restoration. Applications that rely on speculative or generic designs without evidence specific to the building in question are less competitive. New building additions are not eligible, and work must comply with the Secretary of the Interior’s Standards for Rehabilitation.

Grants may be awarded for up to $20,000, with a mandatory one-to-one match from the applicant. This match can be fulfilled through cash, in-kind donations, or volunteer time, provided documentation meets state guidelines. All funding is issued on a reimbursement basis after the completion of approved work. For project expenses exceeding $25,000, at least three estimates are required. Indirect and administrative costs are not specified as allowable grant expenses, emphasizing that funding is for project-related restoration only.

The application deadline is May 7, 2025, with notifications issued by the end of June. Projects may commence on July 1, 2025, once agreements are fully executed and workplans approved. All projects must be completed by April 30, 2026. The application process occurs through the OPRD Grants Online system, and resources including technical assistance, online tutorials, and detailed submission instructions are available to support applicants.

Applications are evaluated based on several criteria including the quality and extent of restoration to character-defining features, clarity and feasibility of the proposed work, community impact, and the level of transformation expected from the project. Priority is given to projects located in Certified Local Government communities, designated Main Street areas, or within local or national historic districts. Geographic diversity and project readiness also factor into funding decisions.

Applicants must provide a range of materials including photographs of the current and historic condition of the building, detailed restoration plans, budget breakdowns, and documentation supporting historical accuracy. Following project completion, grantees must submit progress and final reports, including photographic documentation and financial records, to receive reimbursement. The program emphasizes transparency and accountability and includes audit and reporting requirements to ensure appropriate use of public funds.
