The U.S. Embassy in Mozambique’s Public Diplomacy Section (PDS) is offering funding for the "USG Exchange Program Logistics and Honorarium" initiative, which supports logistical coordination for U.S. Government (USG) exchange program applicants and participants, with a focus on participants in the Mandela Washington Fellowship (MWF) and other related exchange programs. This opportunity, AF-PD-MAP-FY25-02, offers a cooperative agreement to a qualified organization that can manage travel logistics, accommodations, and program events in Maputo, Mozambique, and cover honorariums for guest speakers and alumni who aid in selection and orientation activities.

Eligible applicants include nonprofit organizations, educational institutions, and civil society organizations from the U.S., Mozambique, or other countries, with a strong preference for those experienced in coordinating international exchange programs. The award amount ranges from $10,000 to $21,000 for a performance period of 12 months, starting March 3, 2025. Applications must be submitted by December 20, 2024, and the Embassy anticipates awarding one cooperative agreement. Additionally, the grantee will manage post-program logistics, ensuring that returning alumni safely travel to their respective provinces. The grantee must be skilled in handling international program coordination, have robust financial management capabilities, and be familiar with the U.S. higher education system.

Applications must be comprehensive, covering aspects such as program goals, activities, personnel, partnerships, and evaluation methods. A complete application will include a project proposal, budget, CVs of key personnel, and letters of support from partner organizations. Applicants must also ensure compliance with U.S. government registration requirements, including a Unique Entity Identifier (UEI) and active registration in SAM.gov, which can take up to 8 weeks.

Applications will be evaluated based on criteria including program feasibility, organizational capacity, budget justification, and plans for monitoring and evaluation. Proposals that demonstrate a high potential for sustaining program impact beyond the funding period will be given priority. The Embassy will assess applications for financial stability, management quality, and prior performance to mitigate any risks associated with funding.
