Community Development Block Grant (CDBG) Public Services Funds FY25-26

The City of Irving has announced the availability of Community Development Block Grant (CDBG) Public Services Funds for the fiscal year 2025-2026. These funds, provided by the U.S. Department of Housing and Urban Development (HUD), are designated to support various housing and community development activities. The City anticipates receiving an allocation of CDBG funds, which will be available for use from October 1, 2025, through September 30, 2026. The funds aim to benefit low- and moderate-income residents of Irving, Texas, by addressing critical public service needs.

Eligible non-profit organizations are encouraged to apply for funding under one of the following categories: 1) Homelessness Services, 2) Physical and Mental Health Services, 3) Youth and Senior Services, or 4) Other Non-Housing Community Development. The grant may be used to support programs addressing homelessness, healthcare, senior and youth services, employment, transportation, childcare, fair housing education, and assistance with rent, mortgage, and utility payments. All projects must align with HUD’s eligibility requirements and the City of Irving’s Consolidated Plan.

Organizations applying for the first time or proposing a new program are required to attend a mandatory application meeting on Friday, March 21, 2025, at either 8:30 a.m. or 1:00 p.m. The meetings will take place in the Council Conference Room at Irving City Hall. Questions regarding the application process must be submitted in writing by March 26, 2025, to the Housing and Redevelopment Division. Only organizations that attend the application meeting will receive responses to their inquiries, which will be provided via email by March 31, 2025.

Applications will be available online on March 3, 2025, through the City of Irving’s website. Organizations without internet access may contact the Housing and Redevelopment Division for assistance. Completed applications must be submitted no later than 5:00 p.m. on April 4, 2025. Late or incomplete applications will not be accepted. Detailed submission requirements are outlined in the CDBG Notice of Funding Availability document.

After submission, proposals will be reviewed by the Housing and Human Services Board. Applicants will be required to present their proposals before the board on May 15, 2025. Final funding recommendations will be submitted to the City Council for approval in either July or August 2025.
