The Military Unique Sustainment Technology II (MUST-II) Research and Development Broad Agency Announcement (BAA-0001-20) is a research and development funding opportunity issued by the Defense Logistics Agency (DLA), Department of Defense (DoD). Proposal Submission Process
The BAA requires offerors to follow a three-step submission process:

Technical Proposal Submission (by Invitation Only) – A full research proposal for selected white papers.
Cost Proposal Submission – Required for selected technical proposals under CLIN 0002 (Short-Term Projects).
Recent Amendments and Clarifications (Amendment 01, July 13, 2020)
No cost proposal required for CLIN 0001 (Partner Participation), but required for CLIN 0002 (Short-Term Projects).
Cost/pricing data may be submitted in Microsoft Excel format.
Font sizes larger than 12pt are permitted for titles and headings; tables and graphics may use smaller fonts if legible.
Page numbers and proprietary markings may be placed within the 1-inch page margin.
Key personnel resumes are not required; short biographies may be provided instead.
Project costs must be broken down by month rather than by year.
Evaluation Criteria
Scientific and Technical Merit – The feasibility, innovation, and technical approach of the proposed solution.
Alignment with Military Sustainment Needs – How well the proposal supports DoD sustainment strategies.
Past Performance & Organizational Capabilities – The proposer’s ability to execute the project effectively.
Cost Realism & Justification – A well-documented and reasonable budget
