The U.S. Embassy in Luxembourg has announced the Advancing Shared Values funding opportunity to strengthen bilateral ties between the United States and Luxembourg. This program invites proposals from non-profit organizations, government and academic institutions, think tanks, and individuals for initiatives that promote shared values such as democracy, human rights, freedom of speech, gender equality, and cultural exchange. Programs must focus on Luxembourg audiences and include a U.S. element, such as U.S. experts, culture, or best practices, to foster understanding of U.S. perspectives and policy. Projects may range in scope but must emphasize people-to-people engagement and align with the program’s thematic priorities.
The Embassy encourages proposals that promote women’s leadership and participation in fields such as business, arts, sports, and STEAM (Science, Technology, Engineering, Arts, Mathematics); advance access to higher education and professional opportunities for underrepresented communities; and highlight the richness of American culture through events such as lectures, exchanges, cultural performances, and public messaging campaigns. Programs must feature majority Luxembourg participants and include measurable outreach through traditional media, social media, or virtual platforms. All proposals must reflect a commitment to diversity and inclusion by considering differences in race, gender, socio-economic status, age, disability, and other key factors to enhance program goals.
The funding for this opportunity ranges from a minimum of $3,000 to a maximum of $15,000 for programs lasting up to 12 months. The award is supported through FY25 Smith-Mundt Public Diplomacy Funds, and recipients will receive either Standard Awards or Individual Awards, depending on the application type. U.S.-based applicants must partner with a Luxembourgish organization to qualify. All organizations must be registered on SAM.gov, while individuals are exempt from this requirement.
The application process consists of two phases. In Phase 1, applicants submit a Statement of Interest (SOI), which provides a brief overview of the project, goals, budget, and timeline. SOIs will be reviewed, and only selected applicants will be invited to submit a full application package in Phase 2. Required documents in Phase 2 include a detailed proposal, federal forms (SF-424 series), and additional attachments, such as bank account information and information on proposed U.S. speakers, if applicable. Proposals must be submitted in U.S. dollars, and cost-sharing is not required.
The Embassy will review applications based on the following evaluation criteria: program quality and feasibility, alignment with stated objectives, organizational capacity to manage funds, budget clarity and reasonableness, a detailed monitoring and evaluation plan, and program sustainability. Selected proposals must demonstrate the ability to measure success through clear indicators and outcomes, ensuring a lasting impact beyond the program period. Final decisions will depend on the availability of funds.
Applications will be reviewed in two rounds: Round 1’s SOI deadline is March 2, 2025, with full proposals due April 9, 2025, and notifications by April 30, 2025. Round 2’s SOI deadline is May 4, 2025, with full proposals due June 8, 2025, and notifications by June 30, 2025. The Embassy encourages applicants to submit early, as funding decisions are made on a rolling basis.
Award recipients will sign a formal grant agreement and must comply with reporting requirements for both financial and programmatic performance. Funds will be disbursed incrementally, with up to 20% withheld until successful program completion.
