Description

The Democracy Commission Small Grants Program 2025, funded by the U.S. Embassy in North Macedonia, supports projects aimed at developing democratic institutions. With a total budget of $345,000, the program anticipates awarding up to 12 grants ranging between $1,000 and $50,000. Projects are expected to be completed within 3 to 12 months and focus on activities implemented exclusively in North Macedonia. Funding is contingent on availability.

The program prioritizes five main areas: strengthening democratic values such as anti-corruption, security, good governance, and election transparency; bolstering civil society through volunteerism and local activism; addressing social division by fostering social cohesion and combating intolerance; supporting cyber security, media literacy, and combating malign foreign influence; and promoting environmental and health-focused initiatives. Projects must target specific, realistic audiences rather than broad groups such as "youth" or the "general public."

Eligible applicants include not-for-profit organizations, think tanks, civil society organizations, and independent media based in North Macedonia. Individuals are not eligible. Cost-sharing is not required, but all organizations must have a Unique Entity Identifier (UEI) and an active SAM.gov registration to submit an application.

The submission process begins with a Statement of Interest (SOI), which is a one-page document outlining project goals, objectives, outcomes, target audience, proposed timeline, and the organization’s capacity to manage funds. The SOI must also include an estimated budget in U.S. dollars. All submissions must be in English, single-spaced, using 12-point Calibri font and 1-inch margins. Applications are due by March 31, 2025, but early submissions are encouraged as they will be reviewed in rounds.

The SOI will undergo an evaluation process based on three criteria: the quality of the program idea, the organization’s capacity and record on previous grants, and the program planning and ability to achieve objectives. High-scoring applicants will be invited to submit a full proposal, which includes detailed narratives, budgets, and federal assistance forms.

Activities ineligible for funding include partisan political activities, humanitarian aid, professional development, fundraising campaigns, medical research, institutional support, and travel to or from the United States. All project activities and participants must be based in North Macedonia.

Applicants must submit their SOI and all required materials via email to DemComSkopje@state.gov. The program aligns with U.S. foreign policy goals and prioritizes projects that demonstrate innovation, feasibility, and sustainability. Final decisions will depend on the merit review, organizational risk assessment, and availability of funds.
