Description

The Empire Wind Small Community Grants Program offers grants of up to $30,000 to support projects that deliver social and environmental benefits within New York City, particularly in Southwest Brooklyn and Sunset Park. The program aims to enhance local communities and promote the offshore wind industry by funding initiatives that address community needs and foster sustainability. Grants can support projects in four priority areas: waterfront protection and public access, community support and inclusiveness, environmental protection and climate resilience, and education and workforce development. Projects that improve green spaces, provide STEM education, or enhance waterfront conservation are especially encouraged.

Grants are available in three funding tiers—$5,000, $15,000, or $30,000—and cannot exceed 50% of the applicant organization's annual operating budget. The program will remain open through the development phase of Empire Wind 1, with an expected completion later this decade. Applications for the current cycle are due by October 25, 2024, and the next application cycle will begin in Spring 2025 with a tentative deadline of March 21, 2025. Organizations may only submit one proposal per year, and those that have received funding for two consecutive years must take a one-year break before reapplying.

Eligible applicants must be established non-profits with 501(c)(3) status and at least five years of operation, though exceptions may be considered for newer projects focused on offshore wind. Initiatives should have a history of at least two years of successful programming, with a demonstrated impact. Projects should be based in or target Southwest Brooklyn, though broader NYC initiatives with relevance to the area are considered.

Applications must include a proposal summary, a detailed narrative (maximum four pages), a budget for the organization and the project, and proof of non-profit status. Successful grantees will receive a portion of the funding upon award and the balance upon project completion, with progress reviewed during the grant period. The program does not fund political, religious, or faith-based projects, nor does it support construction-focused initiatives.
