The USAID/Jordan Private Sector Collaboration Pathway (PSCP) Annual Program Statement (APS) Addendum No. 72027824APS00002 aims to foster partnerships between USAID/Jordan and the private sector to address key development challenges in Jordan. This initiative aligns with Jordan’s Country Development Cooperation Strategy (CDCS) for 2020-2025, which focuses on promoting private sector-led economic growth, improving water security, enhancing democratic governance, strengthening human capital, and increasing the leadership of women and youth.
This addendum is intended for private sector entities, including businesses, private foundations affiliated with businesses, financial institutions, industry associations, and cooperatives. It seeks to leverage private sector investment to drive economic and social impact. Priority will be given to partnerships that align with USAID’s development objectives and emphasize market-driven solutions rather than corporate social responsibility initiatives. Potential applicants should consider opportunities that address economic reform, macroeconomic stability, climate resilience, water conservation, and improved service delivery in governance, education, and healthcare.
USAID/Jordan is particularly interested in collaborations that advance the five development objectives outlined in the CDCS. These objectives include supporting inclusive private sector-led growth, improving Jordan’s water security through technological innovation and governance reforms, strengthening democratic governance by enhancing municipal services and transparency, accelerating human potential by improving education and healthcare services, and enhancing the leadership and participation of women and youth in the workforce and civic life.
Funding under this addendum is subject to a co-creation process with USAID/Jordan, with an emphasis on leveraging private sector resources at a 2:1 ratio, with at least 50% of contributions in cash. While there is no predefined funding ceiling, USAID encourages projects with private sector contributions of at least $1 million. Additionally, partnerships should prioritize local implementation by Jordanian firms or entities. USAID/Jordan reserves the right to determine the actual number of awards based on funding availability and strategic alignment.
The application process begins with an initial 500-word concept submission outlining the proposed partnership, its objectives, and its alignment with USAID’s priorities. If USAID/Jordan expresses interest, applicants may be invited to further refine and co-develop their proposals. Full concept papers should not be submitted unless explicitly requested by USAID. Submissions will be reviewed on a rolling basis, with USAID providing feedback or next steps within 30 days of submission. The final deadline for submissions under this addendum is April 26, 2025.
USAID/Jordan may hold information sessions or provide further clarifications via amendments to this addendum. While participation does not guarantee funding, successful collaborations will be structured to maximize development impact while ensuring private sector sustainability.
