The Illinois Department of Commerce and Economic Opportunity (DCEO), in partnership with the Illinois State Board of Education, is offering the Clean Energy Career Pathway Program grant. This funding opportunity is designed to support the development and implementation of clean energy career pathways in high schools and post-secondary institutions throughout Illinois. The goal is to provide students with education and training that prepares them for jobs in the clean energy sector, particularly in fields supporting electric vehicle (EV) infrastructure. The program includes a two-year grant period, where the first year may be dedicated to planning, and the second year focuses on implementing these clean energy pathways.

The program emphasizes equity and inclusion, aiming to recruit and support students facing barriers to employment, such as low-income youth aged 14-21 still attending secondary school. Eligible applicants include educational institutions, regional offices of education, area vocational centers, charter schools, and other approved bodies. Grantees must partner with local community colleges, workforce innovation areas, and employers to create programs that align with high-demand clean energy jobs.

Applicants are expected to design a comprehensive curriculum incorporating both technical and employability skills, with options for dual credit to facilitate transitions to post-secondary education or employment. Occupations targeted by the program include hybrid vehicle technicians, electricians, machinists, and other roles supporting the EV industry. The program also requires the inclusion of work-based learning opportunities, such as apprenticeships and internships.

The grant allows for awards ranging from $100,000 to $500,000, with a total program funding of $5 million. Approximately 10-15 awards are anticipated. Proposals should be designed to provide both academic and technical training, ensuring participants gain industry-recognized credentials, and should address local labor market needs. Programs that include matching funds or plans for sustainability beyond the grant period will receive priority consideration. Indirect costs are allowed, and applicants may elect to use a 10% de minimis rate for these expenses.

Applications must be submitted by November 12, 2024, and applicants are required to register with the System for Award Management (SAM) and the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal. A technical assistance session is scheduled for October 23, 2024, to provide guidance to potential applicants.
