Description

The Office on Violence Against Women (OVW) Fiscal Year 2025 Tribal Governments Program provides grants to Indian Tribal governments or their designees to address violence against women in Tribal communities. The program focuses on domestic violence, dating violence, sexual assault, sex trafficking, and stalking. Funding supports efforts to develop effective governmental strategies, enhance Tribal capacities, strengthen justice interventions, provide victim services, and implement education and prevention initiatives. Awards also fund supervised visitation programs, transitional housing, legal assistance, and efforts to address issues related to missing or murdered Indigenous persons.

The program has three application tracks: New Applications, Non-Competitive Continuation Applications, and the Strengthening Tribal Advocacy Responses Track (START). New applicants can request funding for 36 months, with budgets ranging from $400,000 to $1,200,000. Continuation applications are available to FY 2022 grantees for a 24-month period, with awards between $400,000 and $1,000,000. START is designed for Tribal governments that have not recently received funding and includes enhanced training and technical assistance. START awards span 36 months and fall within the $400,000 to $1,200,000 range.

Eligible applicants include Indian Tribal governments, Tribal designees, and Tribal consortia. Applicants must demonstrate collaboration with a qualified partner, such as a non-governmental victim services program or advisory committee. Tribal designees or consortia must submit resolutions or equivalent documentation proving their authority to apply. Applications may be disqualified if they include unallowable costs, miss deadlines, or fail to meet technical or eligibility criteria.

Applications must include a proposal narrative, budget narrative, and other supporting documents. The proposal narrative, scored out of 90 points, addresses the project's purpose, activities, and implementing entities. Budgets must adhere to detailed cost requirements, including funding for training, technical assistance, and accessibility measures. The application process is conducted via Grants.gov and JustGrants, with strict formatting and submission deadlines.

Applications undergo peer and programmatic review based on established criteria, including responsiveness to statutory purposes, adherence to allowable activities, and past performance. High-risk applicants may face additional scrutiny or restrictions. Award decisions are made by the OVW Director, factoring in geographic diversity, underserved populations, and past performance.

Award recipients must comply with federal statutes and regulations, including civil rights and accessibility requirements. Recipients must submit regular performance and financial reports, participate in OVW-sponsored training, and ensure the use of funds aligns with program objectives.
