Listos California Statewide Grant (LS) Program

The Listos California Statewide Grant (LS) Program is administered by the Governor's Office of Emergency Services and is designed to support nonprofit organizations throughout California. The primary objective of this program is to enhance the disaster preparedness, response, recovery, and mitigation capabilities of organizations serving multiple counties, particularly in areas that are at moderate to high risk of disaster. These organizations are expected to provide disaster training and resources to diverse populations that are disproportionately impacted by emergencies. The focus is on reaching communities that experience inequities in terms of disaster readiness and recovery.

This program prioritizes equity in disaster response and mitigation efforts. Nonprofits that operate through local chapters or affiliates are encouraged to apply, as long as they have the capacity to serve at least 10 counties across California. The funding will enable these organizations to strengthen their community's resilience to disasters, particularly in high-risk areas, by providing them with the tools and resources necessary for effective disaster management.

The grant covers all of California, offering statewide eligibility, meaning that any nonprofit organization that meets the specified criteria can apply, regardless of location within the state. Importantly, this grant does not require matching funds, which lowers the barrier for nonprofit organizations looking to enhance their disaster management efforts. Funding is provided through a combination of advances and reimbursements, making it flexible for recipients to manage their financial needs during the grant period.

The total estimated funding available for this grant program is $2.25 million, with an expected number of 1 to 3 awards. Individual grants may range from $1 to $750,000. The grant is open to nonprofits with 501(c)(3) status that demonstrate the capacity to serve a minimum of 10 counties in the state.

Applications are due by 5:00 PM on April 8, 2025. Once the application deadline passes, the Governor's Office of Emergency Services expects to announce the award recipients by June 1, 2025. The period of performance for this grant spans from June 1, 2025, to December 31, 2026. As there is no Letter of Intent required for this grant, applicants can directly submit their proposals by the deadline.
